fix: update mypy allowlist paths and fix BaseSuite type narrowing
...
Update stale context/ paths in mypy_allowlist.txt to match the
languages/python/context/ move. Add assert to narrow BaseSuite to
IndentedBlock in prune_cst for mypy.
